Planning government training around the federal fiscal year

The Government of Canada’s fiscal year runs from April 1 to March 31. An October training conversation therefore happens partway through that fiscal year; January is in its final quarter. See the federal expenditure reporting cycle.
October: review remaining-year needs
Use the autumn planning conversation to identify training needs that remain for the current fiscal year. Review intended participants, program priorities and delivery constraints. Confirm the budget and approval process with the people responsible inside your organization before asking a provider to reserve dates.
“Remaining budget” should lead to a needs-based discussion. It does not establish that funds are available, that a purchase is approved or that training can be delivered before a deadline. A proposal should state its scope and scheduling assumptions clearly.
January: plan two horizons
In January, separate any confirmed need before March 31 from the plan for the next fiscal year beginning April 1. The two requests may have different participants, timing and approval status. Mark them separately so a provider can respond without assuming that all proposed work is committed.
Start with a list of initial training, new-staff needs, refreshers and any verified renewal requirements. Decide which items are priorities and which need further discussion. Share preferred dates while leaving room to confirm instructor and venue availability.
What to include in a training inquiry
- The team and approximate number of participants.
- The program or learning objectives under consideration.
- The intended fiscal period and preferred delivery dates.
- Location, format and practical constraints.
- Any procurement requirements the provider must address.
Ask for fees and inclusions to be itemized. Identify travel, materials and optional follow-up sessions, and clarify how a change in participant numbers affects the scope. Do not assume that an inquiry or a draft proposal constitutes a booking.
Use an annual agreement to record a real commitment
An annual training agreement should identify the services, quantities, dates or scheduling process, fees and responsibilities the parties actually agree to. A signed agreement can document a future commitment; a draft or automated reminder cannot. Your organization’s authorized representatives and purchasing process determine when that commitment is valid.
